For that you have to find and collect a certain amount of bills spread randomly over specific areas. Then once you have all the bills, you need to run to the exit. The longer you wait, the more impatient the taxman gets. You can throw him your bills. That will soothe him maybe. Don't ask how you will get out without the bills. The more money you have, the more he will go after you. (also he will come even if you have no money because of course he will). You cannot hide - Don't even think about it.
