As this phenomenon escalated into severe public order issues, the government enacted legislation mandating the replacement of all undergarments with swimwear . Furthermore, state-sanctioned treatment centers have been established nationwide, and qualified counselors have been deployed following an expedited national certification process. Due to the emergency nature of this deployment, a secondary qualification review regarding counselor competency will be conducted on-site at each facility.
