Added trade route congestion toll, based of the length and number of freighters of the lane. FYI: For a 16ly lane congestion kicks in over 8 freighters. Adjusted some of the luxury resources extraction rates as well as their trade goods conversions. Fixed an issue with colony spawning after changing the colony size setting. Fixed an issue with projected budget calculation.
