Made some changes to how the Vulture's Active Camo ability works. It now doesn't start recharging until the ability ends, preventing the player from getting the cooldown so low that they can stay in Active Camo indefinitely. It also shows how much time is left in Active Camo, giving more info to the player on how long they have left. Since the recharge doesn't start until the ability ends, I increased the time spent in active camo from 2 to 3 seconds. Changes: Increased Vulture Camo time from 2 -> 3 seconds Vulture Camo cooldown does not start until Active Camo ends Vulture shows how much time is left for Active Camo
