Patch 1.13 — Reign of the Renegade Steam update #1060689

A patch of fixes, along with a couple Action system changes, Settings for Borderless mode, & Automatic Crash Reports. Stay tuned! Other fun stuff is coming. Action Systems Changes & Tooltip Readability Improvements: - Some Actions have a static effect (eg: Inflict 1 Exposed), but based on how the Action tooltip used to read from top-to-bottom, the order in which effects would resolve were either inconsistent, or ambiguous. (this caused questions like: does it deal damage, THEN apply Exposed?) - Now, Actions with these static effects (and others, such as Centered and Trinity), will trigger these effects when the Action is played. This change affects many different Action interactions, made some Actions stronger, and made some weaker, but ultimately made the effects more consistent. - This hopefully should make understanding what an Action does easier! - This change did involve me painstak...
