Slow motion mechanic — Veer Steam update #1091731

Thanks to the feedback from our players, we've implemented a slow motion mechanic for the "City" part of the game. It is hopefully pretty self explanatory in game how it works. We hope you enjoy it, please try it out and tell us what you think of it :) Some other minor bugfixes and tweaks have also been made with this update. Have a nice day!
