Update R2.0.6 Bug fix — Source of the Nile Digital Edition Steam update #1096374

* Fixed a bug which prevented the expedition from hunting indefinitely if policy 1 was selected and the expedition continued to remain in the same hex as the natives. The policy 1 "message" would also be repeated even after the first turn penalty was served. Policy 1 would also still remain active if the explorer was captured and managed to escape.
