Thanks to gedenteen for finding yet another hardlock ːsteamthumbsupː It's been fixed, but there's a catch. We've reworked this character's quest system. If you're starting a new game, everything should work fine. But if you're continuing a saved game, there's a small chance the character might not appear in this location (though he probably will).
