URGENT BUGFIXES: Fixed a bug where players would be able to vote after a Commissariat proposal was vetoed. Fixed a bug that completely broke the match (stuck in a phase indefinitely) when a player would not propose a Commissariat in time. KNOWN BUGS: When the Tyrant becomes Commissar there are times in which the dossier with the Commissariat proposal does not show up.
