Readme: Version 1.38.2.1 (Hotfix) — WWII Online Steam update #1240380

Every update we do includes cleanup, sometimes we catch them before, sometimes it goes live and we need to tackle them. Stay patient through this process because important cleaning is taking place and we are reducing technical debt that has been sitting in the project for awhile. This hotfix targets key issues reported by players and/or affecting game play.
