WIP UI upgrades in a public beta branch — Broadside Renegades Steam update #1389982

Public beta branch is live for the first update! This shouldn't cause instability but I put it on beta for now to be safe. It doesnt tweak any save data so your files should be safe in the event of a crash. -Adds animated icon backing to differentiate weapon and passive choices better on the item select screen -adds a "plus" icon to better highlight when an item choice is upgrading something you already have. WIP -adding use item descriptions when pausing the game, so its not a mystery what a use item does (not in yet)
