changes to opentest branch only.added hostage filter to character list filters. resized character filter lists window to fit better. gave hostage localised text for faction holding him hostage in job title. changed character action likelyhood removing faction leaders having a higher chance, and adding characters with no job have a higher chance (more free time to scheme). added swap_job effect. added character action for characters with no job to try and take another character's job. a character is now have a higher chance to ask to leave or leave without asking if he has no job and will never do either of these if he is an advisor. fixed character action asking to resign as advisor when character isn't an advisor. fixed hostage escape being marked as prisoner action. fixed some max manpower in pdf units related code. fixed bug causing manpower of pdf units to be zero from lack of traine...
