Main update supplement, bug fixes and some information — Nations Steam update #1867657

Beside fixes, this update provides some of the features that were planned to be added in the last big update, but I ran out of time. Changelog: - fixed a range of bugs - AI will now colonize free territories - maximum technology level was raised to 150 - added option to settle provinces (populate them) - negative effect of outdated science technology was reduced from +15% technology price to +5% to make it easier to play poor countries - changed colonization system – since now it is less expensive, but does not create new villages. Only a random amount of villages of local culture may spawn in colonized provinces - added option to release nations as independent or dependent states. To release a nation, you have to create an administrative region and use option in administration tab - added option to cede territories to other countries.
