These forts are intended as an extension of the core gameplay most accessible after existing content has been mastered. Forts come at massively higher resource costs than airships but as more content releases to supplement them, these resource costs will be alleviated by increased gains. Currently, your fort can be used as a mobile operations center. You can spawn into the archipelago alongside your fort and even leave it on a persistent server to spawn in at later. Your fort can teleport around the islands of the archipelago and even bring along nearby ships. The teleporter can also extract the fort, its cargo, and your original home ship.
