This fixes a long standing bug where vehicles experienced seemingly random road speeds. Sometimes the speed of a previous road that was erased and replaced affected the speed of the new road. While I'm sure that this bug allowed for some lovely exploits those exploits are now over. Roads, Freeways, and One Ways all act at their intended speed limits. It's highly likely that one-way roads will be increasing to freeway speeds in an upcoming release.
