You now run a real scouting department. Hire Area Scouts under your Head Scout. Each carries 8 position-group eval ratings (QB/RB/WR/TE/OL/DL/EDGE/LB/DB), Character Eye, and a scouting bias. Wave system — 4 wave checkpoints across the season. Before each wave you set up to 4 priorities (scope × round bucket × scout).
