Updated tutorial — Steam Revolution: The Age of Rail Steam update #47439

I've tried to make the game's initial experience smoother. The first thing a player encounters is a lot of text. I can't completely eliminate this, but the tutorial was overly wordy and went into unnecessary detail about concepts familiar to players of other train games. I've also clarified that players don't need to read the entire tutorial before taking action, reduced the text in the character introductions, and made other edits to character dialogue. I also fixed a bug affecting track placement over water and buildings.
