The most recent update will unfortunately (but temporarily) be disabling the Steam overlay for Windows users. This is due to a bug caused by Microsoft's Windows Web Viewer (used for exporting Discard All Hope) that causes some gamepads (including Xbox gamepads) to not work.The good news is this should be a temporary workaround. Once Windows has fixed the exporter issue, the Steam overlay will be reintroduced.
