To ensure that the Malignism ending can be reached and doesn’t depend so much on random occurrences, the following changes have been made: Robbers now have a 100% chance to appear until all item drops from neutralizing them have been completed; after that, their appearances will be random. The appearance of at least one citizen who accepts the Malignism pamphlet is now guaranteed when the second phase of Malignism leaflet deliveries begins.
