Version 1.0.5 - Localization fixes and UI fixes — Dread Admiral Steam update #5799112

Localization: * Building Descriptions/Names will now localize properly * Other small various city related text has been fixed * Updated Conquering Hero, Scorched Earth, and Tea Traders perk text * Text bubble text for Conq Hero, Destroyer, and Tea Traders fixed Minor: * Reverted Building/Ship panel change. It should once again consistently show. * Fixed a bug with Tech Lab missions - the player should always get a Tech Lab that they don't have yet, if available. * Drops will now attempt to more evenly drop between upgrades and perks. (E.g. if you've unlocked 5 perks but 2 upgrades, it will be much more likely to drop an upgrade.) * Enemy Supertransports in Fog will no longer jump your camera for their heal * Fixed a bug where the MetaMap camera wouldn't allow you to see all of the mods on M10 * Action icons should once again be better centered on the hex.
