Update v5.8.5 — Endless ATC Steam update #859592

Small update: Fix incorrect plane description when doing a speed adjustment after approach clearance. Localizer intercept point of approach routes can be placed anywhere on the extended localizer. Fix incorrect localizer intercept point of approach routes to runways with a displaced threshold. Planes on approach routes with speed restrictions can reduce down to final approach speed.
