FPS and Menu Hotfix — Spectra Steam update #1192511

This patch enables 60 FPS cap by default (still uncappable in settings) and implements a new method for FPS capping that should work on all machines. This patch also readdresses the stuck menu glitch by both changing how button actions are registered in the submenus (settings, controls, credits) and by implementing a failsafe option that hovering over a button for 1 second will execute the button's action. I will be spending this coming week working on a more comprehensive QOL and balance patch attempting to address as much "fast turnaround" feedback from the demo as possible.
