Improvements for "Skathi's Blessing" and "Hyperburner" — Heat Death Steam update #1828987

Bugfix This patch fixes "Skathi's Blessing" not reducing the cost of cards created during combat. Improved interaction The tech "Hyperburner" makes satellites do double damage, but makes them self-destruct at the start of your turn. With this patch, satellites will no longer self-destruct before they have a chance to perform their action. For example, if they were created by another satellite, they used to immediately self-destruct and be useless. Now they will stick around until they have had the chance to do at least 1 action.
