Hotfix 2 — Exile Steam update #741855

Fixed an error that caused the Steam API to install without all required iOS files. Added description popups for building categories, time controls, and land tools. Updated left-click behavior when not actively building: clicking objects will now open their panels, but left-clicked panels will close automatically (unless pinned) when clicking elsewhere on the map. Clarified road placement description to mention their role in building bridges, tunnels, and stairs. Visual indicators for valid infrastructure placement are in progress. Fixed a bug preventing buildings from hiring new workers after firing them. (Note: This fix does not apply to existing buildings in existing saves.)
